La Cuenta Pública presentaba inconsistencias, observaciones, omisiones y opacidades, mismas que permitieron concluir que las finanzas públicas de la Entidad no se manejaron con la transparencia que ello amerita legalmente, al aprobarse en el Pleno, el cambio de redacción del artículo segundo previamente reservado, con el voto en contra de la mayoría de la Fracción Morenista, de facto permitió su Dictamen de manera favorable, aún con todas las irregularidades que se detectaron al revisar el contenido de la información financiera.
Al final de la maratónica Sesión, al ser entrevistada la Diputada de Apatzingán, manifestó, que es un «deber del Ejecutivo transparentar la Cuenta Pública, porque esta no refleja la real situacion financiera de la Hacienda Estatal del Gasto Público, dinero del pueblo producto de sus impuestos que debe ser administrado con pulcritud para bien y en beneficio de los michoacanos».
La Legisladora Sandra Luz Valencia, recomendó desde la máxima Tribuna, «la realización de acciones de recaudación tendientes aumentar los ingresos del erario Estatal, utilizando estrategias que generen una mayor captación, como reducir el costo de las tributaciónes actuales para atraer a un mayor número de contribuyentes a cumplir con sus obligaciones fiscales y disminuir la fuga de impuestos locales que van a parar a los Estados colindantes, como actualmente sucede».
