Congreso del Estado, la Septuagésima Cuarta Legislatura, fungió como testigo de honor en la entrega oficial, del texto jurídico original, de la Constitución Política del Estado Libre y Soberano de Michoacán de Ocampo, sancionada por la XXXVI Legislatura Local, el 31 de enero de 1918 y promulgada por el entonces Gobernador del Estado, José Renteria Luviano, el 05 de febrero del mismo año.
El 12 de abril de 1917, se dispuso, que la XXXVI Legislatura, adquiriera el carácter de Congreso Constituyente, para efecto de homologar, la Constitución Local, con la Constitución Política de los Estados Unidos Mexicanos de 1917, mismas que hoy nos rigen.
Los Legisladores que elaboraron y sancionaron el documento jurídico, son: Francisco José Múgica Velázquez, Jesús Romero Flores, Cayetano Andrade, Salvador Alcaraz Romero, Alberto Alvarado, José Álvarez, Uriel Avilés, Amadeo Betancourt, Martín Castrejón, Gabriel R. Cervera, Onésimo López Couto, Rafaél Márquez, Manuel Martinez Solórzano, José Silva Herrera, Alberto Peralta y José Pilar Ruiz.
Al ser entrevistada la Legisladora, Sandra Luz Valencia, comentó, «estos distinguidos Diputados, consagraron derechos para los michoacanos como la garantía de seguridad: nadie puede revisar el domicilio particular sin orden de cateo. También otorgaba ya, condiciones dignas de trabajo a las mujeres». finalizó diciendo la Legisladora.
