Ángel Custodio Virrueta García refirió que uno de los grandes problemas es que Estados Unidos ha admitido no haber cumplido con el protocolo sanitario correspondiente de hacer pruebas por COVID-19 a los detenidos antes de deportarlos, con lo que ha venido contribuyendo a la propagación de la enfermedad en sus países vecinos.

Hizo mención que en el caso de la migración de retorno es la muestra de que el flujo migratorio al vecino país del norte obedece aún a motivos fundamentalmente económicos, pues los connacionales van en busca de mayores ingresos con la expectativa de retornar a sus lugares de origen.
